Really it kinda looks like the jack backing plate on the inner fenderwell lip.

Besides being one of those pesky flubber valves, to me it looks like the post that goes into the bed at the back from the hard top, only cut in half like mine are.

Mine had one when I bought it but I think the lip goes toward the engine so you can't see the nut. I think it was there to hold the jack handle and/or the lug wrench up against the inner fender. Just a guess. There was another piece also that clamped the lug wrench and jack handle. Second use was a rattle maker to keep varmints from nesting while you are driving.
