hub / bumper question

I was looking for ideas in bumpers , using the search feature. I found a good use for a mount and spare parts. I was wondering instead of welding the spindle to the bumper. how about bolting it to the bumper so you could use it if you had to. then I thought if you welded an outer axle to the bumper and put the hub assembly over it, still bolting the spindle down would the locking hub be abler to be used as a lock for the swing away carrier. Holding / locking the swing arm in a position while you worked on the truck.
I think it's a good idea.

I have seen a few done that way and even where ya mount the tire so ya have two spares. Kinda kool!!

with the addition of an axle stub the hub could lock and unlock into different positions.
