The hand throttle was an available option for most of the production run on manual trans Broncos only. Great for cooling a hot engine or charging a battery. Not so good as a cruise control. The cable goes to a bracket/lever that fits under the throttle pedal.
My 68 has one on it still !!! I use it when winching and when I'm wheeling in ( low rang first gear) in deep snow . I think that it was for the P.T.O winches and when you had the snow plow option etc.
