Will an engine seize up even if it has the right amount of antifreeze?

Quantity or quality? A full cooling system of water can freeze and crack stuff. But if the antifreeze mix was strong enough then it won't freeze and split stuff, regardless if it was full or not.
Sitting outside you say? was the engine covered? did rain get into the engine? that will rust the iron based parts, rusty rings stick to cylinder walls really good. That will lock up an engine. even condensation through open spark plug holes and exhaust ports (mainly with manifolds off) will cause rust siezing as well. One of the best ways to kill an engine is to leave it open to the rain and ignor it for some time.
If it isn't stuck too bad, pulling the plugs and put some marvel mystery oil in the holes and give it a few days to soak in. Don't put the plugs back in until you get the engine to turn over or you could hydralic the engine on the very fluid that is trying to save it.

But if water froze and split stuff open it is junk. Pull the dipstick, is it overfilled? If so then that is usually a bad sign of water in the oil pan. Remeber oil floats on water, so the dipstick will show the level of oil on top of the water. But that might also be water that got in through the top and ran past the rings.
