Because in '69 DOT changed turn signal requirements. If you switch back and forth between the 66-68 versus the 69-77 you'll see that the artist has properly captured the larger lenses required in '69 by DOT. Also the reflectors on the outside corners were required to be lights starting in '69 as well.

My Dad's 69 had the later markers and my 68 did not so maybe another mid year thing that Ford was so famous for?
