Looks like a v8 jungle gym, the hand throttle cable doesn't go through the firewall, just to the pedal assembly. They are a cool item!

It’s not intended to be used as a cruise control (as that wouldn’t be safe without all the usual safety interlocks such as with the brake pedal), but to raise the engine RPM while using an old-school PTO winch or other accessory while out in the pasture. Or maybe when rock crawling and you want to speed up your crawl.

It’s pretty nifty—it’s simply a cable-actuated lever mounted on the accelerator pedal base, with the lever limiting the pedal travel when you take your foot off the gas. It’s one more little detail that let farmers use their Bronco as a tractor. :)
