My understanding is that some later models have KH on them, but the 66’s have a larger K/H on the wheel and the 4 slots are different as well. If I am incorrect, let me know.
I believe this bulkhead to be original paint. I was able to view the Bronco of which it came out of and the Bronco was original paint and rust free. $150
