Bottom or near bottom.
When the engine cools off there will be a vacuum in the cooling system that will draw the coolant back into the cooling system. That vacuum will suck the coolant back up the overflow hose and into the engine. It needs to be at the bottom so it sucks coolant and not air.

I say near bottom just so if any dirt gets in, it can settle to the bottom and not drawn into the cooling system.
