E-brake Cable Floor Plate

My e-brake cable comes through the drivers-side floor pan into a second plate which has been welded to the floor. This does not appear to be a factory install. Should this plate be welded to the floor or screwed on? I cannot find a replacement in any of the vendor catalogs - does anyone know a source for a new plate. If not I will try to remove my existing plate and reinstall the correct way.

In the floorpan itself there is a hole oh mabe 1 3/4 round and that plate just welds over that round hole in floorpan in the position it is in in that picture. It isn't welded all the way around like that from Ford. I'm thinking the floor was cracking around the plate so someone welded it solid. :)

It is originally molded into the kick panel. It was probably rusted out and replaced from some other rig. You would have to buy a replacement pan from one of the vendors to replace it.
