Gauge Cluster Help

Gauge cluster help. I’m getting 12v on the cluster housing which is giving me a short when I hook up the ground wire to the housing. I’ve chased it down to the IVR I’m getting 12V through the metal case of the IVR. This should not happen correct?

Correct. 12v in and something like 5v out. Sounds like in internal short...
