Depends. Stock install has brackets on inside of tailgate. So yes. I made a piece of angle go all the way across above the tailgate and attached the top to that

The reason I ask, is the po expand-a-foamed the inside of the tailgate to get rid of rattles. Now the lever and mech is froze and won't open.

You can install the top and open/close the rear window without dropping the tailgate. You're good!
