Where the upper and lower quarter panel meet the under upper quarter panel seam is very rusty

What is the best way /tool /Chemical to get rid of the nasty rust on the upper quarter panel flange before I can attach the lower quarter panel.

Wire wheel then metal prep maybe? Probably better to see what others say though.

cut off wheel on your grinder or die grinder works for me. cut them out and replace with new fabricated pieces.

I scrap the old seam sealer out with a small chisel, wire wheel, sand blast, brush por 15 in there, then light sand the por 15, seam seal, and epoxy prime.
