‘72 stock 3 speed shift lever bushing replacement

Is there a way to properly flare the bushing collar without removing the shift levers from the steering column?

Maybe someone’s done it but seems like a tight space and awkward angles to do the job right. It’s not too much work to get shaft and shift tube off - I think ideally you would want to get those levers in a vice so you can have them stable and work it good with a flare tool.
