Anyone familiar with this?

My first reaction when I saw this is, someone drilled these holes. When I turned it over these holes have reinforcements in the casting. Is this an original prototype or something else?

To me it looks like somebody broke off the mounting studs and drilled holes where they originally were to mount the emblem with screws.....plus it has a part # on it (cant read it completely) but that should give some information on it.....doubt a prototype would have a part# on it...???

Someone did a nice job on it regardless....
