California Senate Bill SB-1239 Smog check: exemptions.

So Senate Bill 1239 passed at Sen Transportation and Housing phase yesterday (6 yes, 5 no votes). This is a bill that will add 1976 through 1980 vehicles to smog exempt status. So far a big hurdle overcome. See bill here:

The bill now goes to Committee on Appropriations. This is where a different committee votes only based on the economic impact of this bill. Not sure when this is scheduled yet.
If it passes appropriations, then it goes to Governor for signing this fall. If he signs, or doesn't veto, then it goes into law Jan 1, 2017. A lot of hoops between now and then. My fingers are crossed with my 1977 Bronco project.

As much as I hate regulations in CA, I do have to admit the air quality has Greatly improved in Socal. I remember havong SMOG days when we weren't allowed recess or PE at school and that pain in your chest if you did go play. I'll probably be the guy who dies of lung cancer and never smoked a cigarette!

Man, when I first saw this I thought it was going to be the total opposite.

I agree Surf CityEB66.
I remember smog alert days and how bad it was in the 70's ans early 80's.
I attribute most of the improvement to Southern California air quality to catalytic converters and modern fuel injection. Definitely better than Smog pumps and and all of the other antiquated smog equipment of the era. I actually want my 1977 to have more modern conversions such as fuel injection (throttle body in my case) and modern catalyst formulations to make the tailpipe emissions much cleaner than stock emissions controls. The problem with that is even though it would have very low Carbon Monoxide and Hydrocarbon and even NOx values, it would not pass visual inspections. I would be ok with a tailpipe only inspection like some states have.

I grew up in the San Fernando Valley and it was awful at times....I remember laying down in my bed as a kid on some afternoons trying to breathe without my chest hurting.
Glad mine's a 73.

agree with what you all are saying...though there are so few 76-80 cars on the road, guessing it's infinitesimal at this point. So glad my '74 is smog exempt in CA.

I agree with 1980 vehicle's backwards doesn't see a lot of road time at this point ....
They don't feel stable at the 80mph + speed on the freeway .
