I tried several metheods to get mine clean i ended up taking it to work and glass bead blasting mine. That got them looking brand new. As for polishing your looking at a lot of time and work. With as porous as the cast aluminum is on these manifolds it would take a lot of time with a die grinder and or sand paper to get it to a point where you could begin to get a polish on it after that yes you could clear coat it to save the finish.
I had an aluminum 4V 351 Cleveland powder coated in a nice shiny natural aluminum finish; it gave a smooth non porous sufrace that resists staining and dirt. The selection of colors was impressive, you can almost make it look like polished alminum with the different silvers available.

Check out http://www.eastwoodco.com/ for supplies and info on polishing. I've got some of the their catalogues and there's some info in there on it. Otherwise, the bead blast/powdercoat option sounds like a good one to me.
Joe
