Fender bolt removal help

I’m removing the passenger fender and I can’t remove the tow lower bolts. They just spin freely. Any tips and or tricks to remove them I’d appreciate.

Fender bolts

Mike,

When I took my fenders and grille apart for restoration, I had to put an open end wrench on the captive nut. It works best if someone with smaller arms holds the wrench. Hope this helps.

I think I used a socket that fit it with a U joint and extensions. But if you can clamp a small Vice Grip on it that might work. I remember the only way to get the top ones off was to remove the whole front clip.
