Mount Roll Cage over or under carpet?

It should be bolted directly to the metal. In the event of a load (collision) the carpet will compress and the bolts will no longer be tight. Also the cage can shift around if the carpet compresses over time (it will) and the bolts get a little loose. No sanctioning body allows carpet under the mounting points.

I just cut mine out around it and put some velcro on it to hold it in place.

Another vote for under. You could find a 2" trim ring to slip over the bar to help hide the carpet cut. You may have to cut the trim ring as well if you don't have a modular bar.
