I have a seat frame made from bare steel tubing. It has minor surface rust from sitting around. Do I need to blast/sand it or can I use rustoleum primer and paint on it as is?
wash down with solvent then wipe on this stuff. http://www.homedepot.com/buy/klean-strip-1-gallon-phosphoric-prep-and-etch-gkpa30220.html
then rinse and prime then paint,
I use the klean strip with a kitchen sponge with the green abrasive pad on the back. just scrub it on let it work with out drying out then scrub again and rinse with water. Dry and prime.
