Passenger floor pan ??

So I started my WH 1"body lift today and the first priority was removing the interior carpet and seats. When I removed the passenger side seat I realized why the bolts were just free spinning (see picture below) . I already knew I would be replacing both floor pans.
Anyway, here are my questions:

1. The bolts that hold down the right side of the passenger seat, is the nut end in the passenger floor pan or is it in the floor support?
2. The floor support is rusty but still very solid, can I just put POR on it? It's advertised as "paint right over rust" or does it need to be replaced? Answer to #1 may answer this one.

The brace support has an channel bracket welded to it with a threaded insert welded to it. Here is a pic, not very good but it was the only one I have. Hope it helps.

In the left side of the picture you can see about a third of that bracket. As far as the POR goes I have not used that product.

That looks like the front support that has the body mount bolt. Is that correct? I am looking for the one that is farther back that holds the seat bracket.

look at the far right side of the picture you can barely see that bracket for the seat bracket. It has two threaded nuts welded to the bottom side of it that sit flush with the bottom of the floor pan. The hole in the front to the left side of the picture is for the body mount. Like I said not the best picture but it gives you a rough idea what it looks like.

POR has some pretty specific directions. First clean off all the loose rust scale, flake etc. a twisted wire cup brush on an angle grinder works great. Use the degreaser, rinse, apply the acid etch made by them, let sit 15-20 minutes then rinse and let dry.... POR AWAY ...If you follow those steps it wont come off!

Can you buy just the part that has the nut insert for the floor support or do I have to buy a new floor brace?

Not sure if you can buy one, it would be easy to duplicate one if you had measurements from someone. I didn't need mine so I covered it up with the new floor pan. My seats are going to mount to my cage.

Here are some pics of the seat bracket mount that I fabricated. Mine was gone too and I used the seat bracket as a template to locate the welded nuts and to get the distance left to right for the location in the floor support.
