I think it would be easier to drill out the spot welds and install a new stainless hinge.

I doubt that after 40 years of rust and paint build up the rod will come out. Fold it forward. We use a 3" cutoff wheel and grind the head of the spot welds off. It's alot quicker than a spotweld bit. You will see a "O" once the weld is ground enough. Then take an air chisel and separate the hinge from the body and the frame. Then grind the rest of the welds with 60 grit Roloc on a die grinder. That is how most bodymen do it and it's quicker/cheaper than a spot weld bit. https://www.youtube.com/watch?v=31MzVILOGJ0

From my 1 off experience, the spot weld cutter did fine for me. It went 10x faster than I was prepared for. That is not to disparage other advice, just my data

X2 - this is how I got mine off. Put a new SS hinge on drilled and countersunk with SS screws on both edges. Pretty easy to remove now if I need to.
