roller rocker valve adjustment?

I am adjusting my valves and have found TDC. I have the locking nuts with the allen screw in the center which came with the rockers. How tight should these locking nuts be? I am trying to loosen them so I can adjust the valve, and can't get them to budge. This is a rebuilt engine that was just put together. I do not want to force anything. Maybe my allen wrench needs to be longer for more leverage.

Loosen the allen screw and adjust the rocker to where it needs to be. Then while holding the locknut with a wrench run the allen screw down until it's snug, then snug the locknut, it shouldn't move much. I've never had a problem using this method.
