Steering column mount bolts

I am trying to reinstall the steering column but it feels like the bolts dont want to thread. I can get the bolt to barely start by hand but then it get tight. I do not want to strip them.

While trying to move the column in position to secure it I heard some (grinding noise) so I put my camera up behind the dash to see what was going on and saw this, appears that the bracket might have separated . So one of my questions is, does it look like this bracket is compromised if it moves now? I am not sure how the bracket for the column is secured to the dash.

If I am able to get the bolts started should I just tighten them or is there more to do ?

I have attached photos of the bracket that the column bolts to.

I would run a tap through the holes. I have broken a bolt in there before.

your cowl is rotten and it's dropped on one side. time to tear it apart...
when it rains are you getting water on the floor?
