Stock rear upper shock mount questions

I tried searching and looking at vendor pics but still not totally clear. The pic is of my stock rear upper shock mount.

Is there an old shock inner bushing steel sleeve on my stock rear upper mount that is rusted/frozen in place from corrosion which is holding the inner washer in the pic or was this the way it came from the factory and the sleeve that I’m seeing is not supposed to come off? I tried soaking it in some Kroil oil and some gentle persuasion with various tools but it didn’t budge at all. I also put a caliper around the “sleeve” portion which is measuring 3/4”. I’m replacing my rear shocks and trying to figure out the inner steel sleeve size and corresponding bushing size to order to use with a new set of fox 2.0 performance shocks that I picked up.

That is part of the mount, not a bushing. It stays there and your shock goes over that.
