Tailgate Weatherstrip

I can't seem to find a good diagram of how the tailgate stripping mounts. The truck never had it before so I'm clueless. Does it mount on the tailgate itself or the lip where the tailgate attaches to the body?

It has a hold down strip that screws to the floor about an inch from the end of the bed floor, just to the rear of the body mount bolts.
