TX registration?

Question for the Texans. I went to register my Bronco after living here 8 years, Bronco has been non-op.

I purchased this Bronco in Colorado in 2004 and changed title to my name. Moved to Washington State in 2012 and registered/changed the title to WA. Moved to TX in 15 and decided to finish the frame off.

Now the question. Passed inspection, go to Montgomery Tax Assessors office and the lady behind the counter wants us to prove that we paid tax to the state of CO. Huh? I explained to her that I’ve owned this almost twenty years, been registered in my name in two states, obviously I paid tax on the purchase. she wants me to A. find the original proof from CO that I paid the tax, or B. Take it to an appraiser for a current appraisal and pay the taxes on that amount.

I don’t have option A., and I don’t want a new appraisal as it going to b significantly higher than the $3500 I paid for it in 04. Thoughts?

I moved from NC to TX in 07 and have done numerous out of state registrations and titles with different vehicles I’ve purchased out of state over the years. Encountered a lot of obstacles but never heard of this. If you have a title in your name regardless of the issuing state they wouldn’t have provided it to you without you paying taxes and fees. So my first thought is that the clerk doesn’t know what they’re doing, but maybe there’s more to the story. Either way I suggest going to a different and busier tax office and see if they say the same thing. I have one office in my county that is impossible to deal with. The others have been no problem. What state is the title issued in?

Currently Washington State, in my name/ old address. Like you we have registered a lo of vehicles in a lot of different states. I agree I’ve never heard of this. What’s even crazier, is the other clerk was agreeing with her. I felt like I was in the Twilight Zone. I tried to reason with them, but they were ‘stuck’.

I bought my bronco in Arkansas in 2014 and had it shipped to TX. Five years later after restoration, I took the original title to Comal County, TX to register in my name and get tags. I had to pay taxes on the purchase price, luckily the lady asked me how much I paid. Glad I didn't have to get an appraisal!

Sales tax paid on the original purchase price in CO.
I recently just saw a thing in the NC sales tax laws that stated on vehicle thats sales tax must be paid. Something I had never heard of on a classic vehicle. I have never been asked anything about it at the DMV but am certainly awaiting the day now.

I could understand the tax, if I had just purchased the Bronco. They are asking to tax the vehicle again on a tax I already paid in another state twenty years ago. Doesn’t make sense. I’m going to take f250’s advice and try a different location.

During the 1st covid shut down all of the offices were difficult to get into doing registration and title work. Most of those folks are irritated just to deal with you in the 1st place and unhelpful. Upon advise from brother inlaw. I used a little insurance/title work shop there at hwy 290 and fairbanks area. The lady did mine as an antique (WAY CHEAPER) and it was painless, zero frustration and worth the small fee to let them do it. They have the inside track. I think it was about $50 extra. I dont remember the name but pretty sure I can find it on a map if you are interested. More than likly there is one over by you that can help. Way better option vs dealing with the govt direct.

I’m in Texas and have done exactly what you are doing and have never even been asked about tax. If I show up with a title in my name from another state, they just transfer it to Texas. I’m military and have done it in several other states as well. The lady is wrong. I would do what TX-Zach suggests. I also titled and registered as an antique. No inspection required and tag good for 5 years.

I thought Washington state was irritating to work when transferring titles.

WA was easy when we moved there from CO. I was in and out in 30 min. TX has been easy to date with all the other vehicles we registered when we moved from WA. Matter of fact, all the states that I’ve lived in have been fairly easy except CA. If I remember right, the last time we lived there, we used a third party for registration.

Well the story just gets worse. I went to Texas Title location to push this through. They gave me the same song and dance. They need proof that tax on the original purchase was paid in order to issue a new title/registration. I explained that I couldn't possibly have a title in my name from another state is I hadn't paid the tax on the purchase, and she agreed. She even agreed that Texas is out in left field on this one.

It all comes down to the values that the state uses for taxing purposes. This vehicle is old enough, that the value is zero in the computer, therefore they can't assess whether they are charging enough. This is where the appraiser comes in, and it's not just any appraiser, they are required to be bonded.

I had a conversation with the appraiser about my situation, and basically he said that I'm screwed. As we all know, the values that last couple of years are crazy and my appraisal is going to reflect this. Especially since I restored it down to the frame. My only possible saving grace is that it is still multi colored from panel replacement since it hasn't seen paint yet.

I'm assuming it was never titled in TX. Years ago I bought an old MGB with an AZ title. When I went in to title it in my name before i started the restoration I got the run around the first time about inspections. The thing didn't run and no way it could be inspected. It was suggested to me to just title it stating that it was going to be for off road use only and then when its ready inspect then register. Maybe worth a shot to go for title first then go back with TX title in hand to register?

I have more questions than answers.

I don't understand why any state would have you do this???

Do you have any close friends or family that live in a friendly state? Register it there and pay the tax then you can have the proof they need.

This only works if the states taxes and registration would be cheaper than Texas and appraiser.

Go to another office, or a different person at that office. Act like you are there for the first time. Every rep seems to have their own interpretation of the laws, and enforce their own policies. Just keep going back with your documentation until you find one that will process it.

Dude that sucks. Just drive it and take the ticket if you ever get pulled over and the leo presses you on it. Much cheaper that way.
