I love previous owners mods....jk.
I’m trying to figure out what the P.O. intended this roller setup on the bumper to be used for? It’s a basically stock ‘70.
Any guesses?

Hmm. Is there a roof rack? Maybe carrying a canoe and had a line tied off under the bumper. Roller there so the line wouldn't chafe. That roller couldn't handle much of anything else. Is there a tie point under there some place in line with the roller? At least they used existing holes to mount the roller. I like the ground wire connected to the license plate bolt hole.

It's interesting that it appears to be exactly the same width as the bumper bolt holes.

Installed so that 40 years later some unknown guys would wonder what it was?

There's more to this, note whats left of a wire ground to body grill just above roller.

Maybe unditching device?

To squeeze the water out of the drying towel when the PO washed it! Stick it in the bottom and pull it out the top and Bingo!.... just like a old ringer washing machine!

It originally had a little more clearance for a thicker towel but he bent the bumper and tightened it up a little!

My ex stripper girlfriend had one on the front of her chevy. She could work it! Good Times. ;)
