This is a rear fuel filler neck. It has been sand blasted and painted in a 'cast iron' spray enamel. It is for the later style (70-76) "deep reach" fuel caps.

slightly off topic... if one is concerned about a blockage in the fillers attached vent hose, how would you go about checking that?

Also: it seems that replacing the fuel filler is somewhat easy in that you empty the tank, the FFN assembly attached to the tank via hose clamps and the FFN screws into place on the body panel. correct?

That's about right. To check for a blockage, I would remove the FFN completely as you say - a couple hose clamps down by the tank and three screws at the body.
To check for a blockage you could then pour fluid, use compressed air, or just some good ol bailing wire or a coat hanger to run through there.

I'd rather be driving my Bronco
