Not so great vendor experience…so far

Glad to hear it all worked out. At the very least the vender received valuable feedback on their packaging process and customer service representatives. I'm sure they'll provide the necessary training to prevent this from happening in the future.

A key takeaway from all this is whenever talking with someone on the phone, if you don't like their answer hang up and call again. Hopefully you'll get someone different with a better answer. This is especially true with government agencies!
