Transfer case rebuild question

I'm a bit confused about the order of the parts for the rebuild of the rear output shaft and assembly. The manual shows the shims on top of the speedo gear, but the directions from Wildhorses for the install of their kit says the shims go under the speedo gear. The speedo gear on mine is a tight fit and doesn't just slid off. Does it really matter what side of the speedo gear these shims go on. If I recall correctly (And I could be wrong), the shims were on top of the speedo when I disassembled it.

This is how I did mine: bearing, speedo gear, shims.
And that's how it was when I disassembled it.
