I'm uncertain if it matters how much weight should be on the frame and suspension components before the sway bars should be installed.

I would say it is part of checking clearances to make sure they clear everything. But doesn't matter when. Unlike some suspension parts (rubber leaf spring bushings and rubber track bar bushings) the sway bar bushings are not locked in and binding as the suspension moves.
