    Does the engine have v belt or serpentine setup? If they ran the original setup with the older harmonic balancer that could be a problem also. If that is the case the flywheel is probably wrong too.

    Welding a washer and then a nut to the broken bolt is a good way to remove it because the heat helps the piece come loose. if it's really seized in there another option is to drill it out a size larger and tap new threads.

    With a broken bit in there it will be tough. I doubt you will be able to drill it even with carbide. Only option is to do like yeller said and drill from other side or possibly a dremel and a diamond burr and grind the pieces out.
