Have you tried to spin it out of the vehicle to see if the gear is moving all of the way forward?

From the picture it looks like the gear isn't fully engaging the ring gear so it's destroying the teeth.

Does the engine have v belt or serpentine setup? If they ran the original setup with the older harmonic balancer that could be a problem also. If that is the case the flywheel is probably wrong too.

Welding a washer and then a nut to the broken bolt is a good way to remove it because the heat helps the piece come loose. if it's really seized in there another option is to drill it out a size larger and tap new threads.

With a broken bit in there it will be tough. I doubt you will be able to drill it even with carbide. Only option is to do like yeller said and drill from other side or possibly a dremel and a diamond burr and grind the pieces out.
