    Sounds like you might be timed to #5 (or #8, depending on which way you turned it to make it run). Put your light on #5 wire and see what it reads. At #1 TDC the crank's keyway should be pointed straight up. To verify its position you'd need to remove the crank pulley and the harmonic...

    I have no experience with 11" brakes, but is this gap between the bottom of the backing plate and the bottom of the shoes normal? This is from the first pic the OP posted.

    Assuming the shock is to the rear, he has it assembled correctly. The primary shoe with less braking surface is toward the front, as it should be. The secondary shoe with more braking surface is toward the rear.

    You have 2 copper washers on the outside. There should be one inside, one outside. And hopefully that block is flush to the caliper now.
