yes you can paint over powdercoat,just prep the same as you would paint over paint,,220 grit or 320 grit is fine

any metal can be powdercoated,,I have coated pop cans with 2 coats for displays.one problem with pot metal like emblems is outgassing of the parts while curing,,if not done properly the metal can leave little bubbles in the powder making a horrible finish
