3 point seat belt question

They have a pendulum in the retractor of the seat belt. It senses inertia from deceleration and locks up the seat belt. If you don't have the seat belt setting at the correct location as if it were mounted in the truck it will lock up. It make take a little moving but you should be able to get it to unlock. Sometimes it helps to hold it against a wall or something vertical to help with the correct angle to unlock it.
