as for me, it's all of the above. right now, i/m Rust Bullet-ing everything i can, but it's only a temp solution. gonna do a full tear-down once i am out of school and can find a garage to house my stuff...
basically depends on how bad the just is like jaxlax said, surface rust is easy to deal with, while holes etc can either be patched or bondoed or replaced or covered just depends on what you want to do
