Bronco noob question #43 - Filled drip rails?

I'm assessing the condition of the top that came with my project. I saw no signs of rust in the drip rail on first glance, so I've ignored it until now. Upon closer inspection, I find that the drip rail corners (all 4) are filled with resin (or some other paintable substance) all the way to the top lip. Is this normal? Or has someone filled the rails as a way to repair previous rust? I see no signs of rust or obvious repair work on the underside, but the filled drip channels give me pause.

We leveled mine and drilled small holes in each corner to promote drainage
