C bushings and preventing bronco lean

I just installed new C bushings and ready to reinsert the rear bushings into the radius arms. I see on videos the importance of keeping the radius arms level before inserting them into the holes (otherwise bronco lean). Most do it by loosening the front C bushing cap bolts and re tightening in a different order....a bit of trial and error. But if the axle is completely free (Pitman arm removed, track bar removed....tie rod still in place), and the whole thing can move out of level, how do I adjust the radius arms to be level? The frame is supported on blocks and is level. Thanks for any help.
