C4 transmission housing question

I removed my oil pan in order to attempt to address a nasty oil leak by replacing the oil pan gasket and also the rear main seal. I noticed that the bottom of the transmission housing facing the oil pan is covered by this screwed-on plate that is clearly not attached in a way to prevent fluid flowing out. In the latter picture, I had removed the plate to clean it. Is this setup correct?

Yes. Gives access to torque convertor nuts, as seen in your picture.
Never designed to "seal", just keep big stuff out.
