C4 transmission shift issue

im back in the garage with another issue and im thinking i am just overlooking something simple. Ok here it is.
after getting my c4 back from the local transmission shop and re-installing i can not get D gear to respond as all 3 speeds.
I have filled it to correct amount of fluid and check to make sure i was getting vac to modulator.
When i go to drive it goes into reverse perfect and then when i shift in to drive it only responds in first gear and does not continue to second or 3rd. However when i shift from “D” to “2” it goes into second quite easy. But still no 3rd gear.

The only time I have had that problem it was due to stuck valves in the valve body. Trash in the fluid can cause it. Pulled it out, cleaned it, changed the fluid, and everything was fine.

Make sure the valve behind the modulator is in the correct way and it has the modulator pin.
