Dash mount points

I have a spare dash I am working on. The backs side of it has a decent amount of rust.

It is on the upper part where it mounts over the cowl. Will it.imoact how it mounts? Is any of it considered structural? Should I repair or just use a rust converter and paint?

It looks like my subscription ended. I will renew and post up a picture.

I would say if it's a restoration project, then some new metal welded in and finished off. If just a driver treat and paint, then add in other screws in new locations where the metal is good.
