duffs extended arm install question

Installing new set of duffs extended radius arms. Where the arms bolt to the head unit, I have a gap between the bushing and outer plate. Should I put a washer in the gap, or just torque it down?
Next question, which way should the bolts go in? Put them in from the inside, and the bolt may interfere with the brake caliper. Put them in from the outside, and they interfere with the brake line bracket. I'm thinking put them in from the outside, and cut off left over threads, making room for the brake line bracket.
What do ya'll think?

torque them down untill it makes contact with the sleeve in the bushing.

Next question, which way should the bolts go in?
I went from outside in, and modified the brakeline bracket.

Thanks for the reply and the pics. Nice shiny set-up. What are those flex lines running on top of your frame rail, Trans cooler lines?
