You're further down this road than I am.
I just cut open a used Sierra filter p/n 18-7850 (18-7844?) and that barrier is the bottom of the filter element, the volume below it is there to capture any water in the fuel. I know of no filter that doesn't have this feature, but that isn't to say that one doesn't exist. A taller filter, or perhaps those with a clear bowl on the bottom, may allow for a longer draw-straw & more available fuel volume.

I posted that filter p/n from memory, but am not finding it on the WM site. Looks like there may be filters w/o the water separating feature that would allow for a longer draw straw.
