Floor Pan brace

After taking the old floor pans out, noticed that I have a break in my support bracket, which I will need to wield but also noticed that there is a plate that looks like it’s supposed to connect the two or give it more rigidity. Is that supposed to be there or did someone put that in afterwards? The bolt goes right through the middle of it.
Should I level this and wield the plate to the bracket and of course wield the crack in the bracket also?

Another question are these supposed to be there or did someone put these brackets on.

I can’t speak to the floor brace extra piece with absolute certainty but that doesn’t look like it belongs there.

I don’t recall the inner fenders having those extra pieces bolted on. They def look like a custom add-on by a PO. The long, front section overlaps the side kick panel piece and they’re spot welded together. No bots that I’m aware of…. As a guess, there’s likely rust in the engine bay behind those extra pieces of steel. That was probably the PO’s rust repair…. Bet a $1 PO used silicone caulk while making that repair!

Yes, on mine I found a factory doubler, which was also cracked. Its location caused the drivers door A pillar to droop. I cut the garbage out and welded new metal in.

As for your second question. Those are not “brackets”. Someone spliced on inner fenders/core support as they did on mine. The fix for me was extensive. Cut the entire front off and replaced it with new.
