Hard Top - How to fix?

The top needs quite a bit of work but it could be worse. What is the best way to bring this top back to life?

The inside has alot of rust on the roof and I know the rust is under the support brackets under the roof. As you can see in the picture from above, the sheet metal is already bent some. I'm not trying to make a show truck but I want to stop the rust and I want this top to last a long time when I am done with it. Should I have those 2 top support brackets cut out so I can get to the rust that is under them or is it possible to put new sheet metal up there?

For the time & money you'd spend reparing the rust on that, you'd be way ahead finding another one, and selling that one as is. Of course, you can find someone selling a top for $800 or more, but I've found a rust free top, zero issues, for $250. People on this site regularly complain about how much trouble they have giving them away. Just need to search.

I was in the same situation but found another hardtop.
My other top is worst than that and I still plan on repairing it. Not to go pretty, more to be strong to support the Yakima racks with gear, and of course seal it so it no longer rains inside. It's for the fishing rig which gets hammered with salt sprays on the coast.
I found another top locally and jump on it right away. It only had minor surface rust from paint checking. I'm sealing the drip rails and prepping it for a topcoat.
