I'm not sure what the allen key is, and this might be a stupid response;
are you using a power steering pulley remover? E.g.
http://www.wildhorses4x4.com/product/Alternator_PS_Pulley_Remover/Off-Road_More_Tools.
If you're trying it without the pulley remover I suggest borrowing/renting
or buying from your local auto part store. Otherwise my only suggestion
is to keep cranking on the puller, I believe the pulley should just press
off & on.

I took the complete unit to Advance auto parts and used their puller,the allen key has nothing to do with it it's a press on pully. When installing the pully on a new pump i use a threaded bolt that matches the one in the pump shaft and a socket as a spacer to seat the new pully

Sure..since that 'allen key plug thing' is the actual pump shaft. LMAO. ;DThe pulley is simply press fit..you need special puller to get it off and you press it back on again.

I just did an upgrade from the stock '73 pump to a Saginaw and had to do both, remove & install the PS pulley. As said, the pulley is pressed on. While friends have said they've used different gear pullers to do the job, I've only had luck with an actual power steering pulley removal tool. To get it off use a decent puller & make sure it's installed properly (aligned straight & the "tangs" tightened down properly over the lip of the pulley). Most of the parts stores I've been to will rent/loan these out. It takes some muscle, this is a tight press fit.

For installation you can use a bolt + spacer setup, but the specific installation tool makes it so much easier. Saw one at Checker for $30'ish, but they might rent/loan this out too. Also helps to heat the pulley up a bit prior to installation.
