Hole in floor pan in front of heater?

Is there supposed to be a hole in the floor pan when my heater mounts to the floor? I have seen several pictures of other rigs that are in resto status and they do not have this hole. Actually it is a large square hole cut to just smaller than the entire heater box. There is so much rust around it that I can not tell if a PO did it or if it is supposed to be there.

Thanks for all replies.

sounds like access hole for exhaust manifold bolts or trans bolts. not OEM but could come in handy.
