I think he's talking about the accelerator pump. It's the only thing that sticks out of the top cover. The metering rods come out onlyy if the covers are removed. The accelerator pump piston has a rubber or leather cup that may have been stuck in it's bore. The spring is the only thing pushing it down. So if it sticks there's nothing else, unless you push it down. I'd pull the top cover and clean the whole accelerator pump circuit out with spray carb cleaner.

Since you have to remove the top cover and that involves a lot of small parts like screws it would be wise to do it on a big flat surface with all the fuel drained out.
