I never sand-blast for POR-15. Have had it peel off of that too many times. I scotch-brite or wire brush to knock the loose rust off, then use THEIR metal prep. For the purposes of POR application the more std. metal prep agents used in automotive paint shops is not as good. Follow the directions to the letter on their prep agent. I've never sprayed POR, MISF used to and determined that it was WAY, WAY too much trouble. I'm willing to learn from his extensive experience with this coating. We both brush it exclusively.

Where I deviate from what he does is when the POR has cured to just tacky I then coat it with Krylon or Rustoleum rattle can spray paint. This markedly slows down the POR's cure rate, but after a couple of days the result is a coating that looks and feels remarkably like powder-coat. Even on metal that good it doesn't give that inch-deep gloss look that some so highly prize. What it does do is last. I'm coming up a decade of Patch's front axle housing having been done this way, and it still looks good. Even after repeated pressure washings to get the road grime off.
