Jack mount under hood and unknown bolts

I know the hold down strap for a jack is on the inner wheel well, however I have two bolts extending out of the inner fender supports just in front of the jack hold down strap and another further forward towards the headlight. These bolts are about two inches long, threaded side facing engine. I am thinking there are oem but not sure and what they could be for. Does anyone know if these are oem and what they may be for?

Yikes, I've actually got three (hadn't noticed but see in the photo here that I just took.) No idea, always thought had something to do with the jack hold down. Someone here will know.

There are two coming out of the fender apron for storing the jack handle and lug wrench....

depending on jack hold down and crank arm those three bolts are hold the strap side and crank arm bracket, and the flappy bolt side you remove to get jack off uses that hole on fender with a bolt. I think the owner manual is not correct for most years. I mean look at spare tire carrier, thats not right either.
